Karen State Education Assistance is the most comprehensive education support program in a conflict zone, not just in Burma, but the world. The scale of this operation is massive and complex, especially due to the conflict, but it works because of the tremendous local level community support and desire for education.

This map of Karen State was produced by the Karen State Assistance Group, and all the districts name call uses in Karen in which we used in our reports. The map before uses Burmese names for Karen Sate districts and might confuse some of you who don't have enough background. Please note the followingdifferences: Nyaunglebin is Kler Lwe Htoo district. Papun is Mutraw district. Thaton is Doo Tha Htoo district.

1. Overview of KSEAG Activities Over the Past 3 months

During this period, we gathered school information from trainers, local education leaders and KSEAGmembers about their experience in the field and reflections on KSEAG activities over the past 3 months.We always make sure this information is available and has impact on our education assistance to support schools across Karen State as well as ways in which we may improve in the future. The distribution period also provided us with further opportunities to train/meet and communicate with all levels of local education leaders, school committees and teachers to reinforce education policy and improve the distribution of education assistance throughout Karen State. Started from second week of September to second week of October, after school information were cross checked with education leaders at the appointment places. After that all KSEAG Central teams returned to Hoy Kay office inputted data into KSEAG database. Because of the help and support from KED (Karen Education Department) local education leaders, Partners Relief and Development staffs and KTWG staffs we were able to complete this work efficiently. In KSEAG database this year 2011-12 total open schools are 1137, total teachers are 4779 and total students104455. This year KSEAG supports 4233 teachers for subsidies and starting implemented in the third week of October through

December, 2011.

Since second week of October 2011, KSEAG prepared all related forms for teacher subsidies distribution for 2011-12 school year. All KSEAG central staffs were trying very hard inputted all school information into database and ready to use for subsidy distribution. As soon as database finished KSEAG started organizing forms for distribution and at the same time coordinated with at all levels of local education leaders. After all forms printed out we held 2 days workshop with distribution teams in order to understand the distribution processes and follow the procedures. The planning schedules of distributing teacher subsidy were set up with different district leaders. The following table is the schedule of distribution teacher subsidy to all districts:-

KSEAG held workshops and meetings with districts/townships/village tracts education leaders every time before any activities were implemented. These meetings and workshops supported KSEAG programs to be improved and be acceptable by the communities. It also built the capacity of the local education leaders of understanding KSEAG processes and procedures. It is important for the local education leaders to have knowledge of monitoring and evaluation, as this year local education leader's role to monitor KSEAG's teacher subsidies distribution activity.

Follow up from the KED annual meeting in May 2011, MTT/ATT/KSEAG and Partners continued to take role of doing teacher subsidy distribution and District/township and village tract education leaders taking role of monitoring the teacher subsidy distribution activity. As in the past years, KSEAG's programs mostly were monitored by district/township education leaders and MTTs (Mobile Teacher Trainers) and ATTs (Area Teacher Trainers). Because of KSEAG's programs is growing up and bigger so that we need to have better systems of monitoring and evaluation.

Descriptions of the Implemented Activities.

2.1 Data inputted in to computer for KSEAG database 2011-12

After all school profile forms were collected and cross checked, KSEAG database teams inputted the school information into computer. There were student drawings, school maps scanned in to computer, teacher letters translated from Burmese/Karen to English. It took one and half month to complete the statistics for 2011-12. All photos and maps were updated and ready for KSEAG supporters and are available on website. KSEAG is trying very hard to have information as much as possible in database. This database is important for KSEAG and as well as for donors.

2.2 Prepared teacher subsidies distribution forms

Distribution forms and related forms such as (a) Distribution Site Form, (b) Teacher received subsidy Form, (c) Distribution Site Report Form, (d) New teacher or teacher replacement Form (e) Monitoring Report Form were printed out. All those forms mentioned above are really important for this teacher subsidy distribution activity. Every year all forms were reviewed and updated according to the result of the monitoring report and field experiences. All those forms our distribution teams have to carry with them every time, and sometimes the papers were quite heavy to go on the back and walked for few days. However, our teams never gave up and continued to do it in the future. Those all papers/forms are important for both organization and donors.

2.3 Contacted KSEAG donors and gathering funds and prepared funds for subsidies

KSEAG is trying few years ago to provide 4000 THB per teacher/year. Before the decision was made on how much we provided teacher subsidy, we contacted with all KSEAG's donors in order to know our fundings situation. Few donors were already transferred funds to KSEAG bank account at the beginning of project started but some were just transferred on time. Anyway, we received all funds from all donors on time and we were able to provide teacher subsidy up to 4000 THB if they match the policy and criteria. This support for teacher was the highest subsidy that teacher received from us since 6 years ago we have tried.

2.4 A 2 days workshop on teacher subsidy distribution process.

Every year the processes and forms are updated so that is necessary to do workshop with distribution teams. The distribution teams are; MTT (Mobile Teacher Trainer), ATT (Area teacher Trainer), KTWG core staffs, Partners Staffs and KSEAG Database Teams. There were many

steps for distribution teams have to follow such as; checking teachers number and studentsnumber, questions if teachers absent at the distribution period and answer issues if raise during the distribution period. We went through all those steps slowly and carefully. At the workshop we discussed about many issues that can help us in better implementations in the near future. We shared field experiences from different people and came out with many ideas and suggestions. Everyone was satisfied in the two days workshop at Hoy Kay office. 2.5 Meetings and workshops on monitoring and evaluation program activities.

As mentioned above reasons, before implementing any activity KSEAG held meetings or workshops with local education leaders at all level from district, township and village tract. These meetings /workshops are important for both distribution teams and local education leaders. During this workshop we planned together and set up distribution sites and dates for teacher subsidies distribution activity. We also discussed about how to check or monitor the activity. Local education leaders from other district have chance to meet each other and shared of their areas situation and how to deal with different issues. These monitoring reports were useful tools for us in order to mirror our program's weaknesses and strong points. Having these monitoring reports we were able to discuss further deeply and find another solution. As every year the situation inside have been changed according to SPDC activities so that we were always keep looking new strategies to run program's activities effectively. KSEAG December 2011 7

2.5 Capacity Building Training to Local education leaders

Follow up from previous report that KSEAG have done few training with local education leaders and reported once in October report. As you well known, Karen State is wide and spread out so that takes time and resources to cover the whole areas. Many areas requested to have this kind of training more for local education leaders. This training is focusing especially for local education leaders because in previous implemented activities they didn't manage or run the program activities well as should be. In this case, KSEAG extend and create this activity to strengthen local education leader's knowledge. See more details on the page (10 )

2.6 Prepared to purchase school materials for next year

As every year KSEAG started negotiate with donor who supports school materials and asked quotations from companies at Bangkok. It took a month to go through procurement procedures as we have done in the past years. This year due to Bangkok/Thailand flood from Oct-Dec 2011, we concerned that the school materials from BKK will be delayed. So that we discussed with donor who support school materials to start a little earlier negotiated with suppliers.

3. Teacher Subsidies Distribution

Due to the areas of schools location for the whole Karen State are wide and spread out, so that needed many distribution teams to cover the whole Karen State. Because of the support from KTWG's Mobile Teacher trainers (MTTs), KED's Area Teacher trainers (ATTs), Partners staffs with KSEAG central staffs were able to manage and implemented this activity as planned. Before started implementing teacher subsidy distribution we held a 2 day workshop with distribution teams at KTWG office Hoy Kay. This workshop was focusing on how to do teacher subsidies distribution effectively. In this workshop we discussed about the processes and procedures. Because of this role is the first time for our teams to be the distribution teams, so that we need to be well prepared ourselves in order to do better job. This teacher subsidy activity wasn't only hand over cash to teacher but also checking school materials, upgrade subject training as well as re-explain KSEAG profiles form. This time year our teams reached to the most teachers across Karen State because all teachers have to come to distribution site and receive their subsidy by themselves except illness or maternal leave. During workshop we discussed about things that need to be aware and careful every times while doing teacher subsidy distribution. KSEAG December 2011 8

Discussed issues during a 2 day workshop

The distribution teams have to cross check both teachers receiving subsidies signatures and teacher signatures that submitted in August. If each of the teacher signatures is the same then will be no problem but if is not the same then the distribution teams have to questions teacher or school committees and get more information. KSEAG restrict the policy that all teacher who on the list to receive subsidies, they have to come and pick up by themselves except sick or other acceptance reasons. KSEAG is flexible and accept to have their absent letter with recommendation verbal by their school committees or school headmaster. The funds will be return to KSEAG central if they are not presence and or without absent letter. As according to KSEAG's policy of teachers/students ratio is required and needed. This policy was reinforced to all district/township and village tract education leaders 2 years ago. This 2011- 12 school academic year, teachers were receiving subsidies up to 4000 bath if they match the policy requirement. So that the distribution teams have to prepare themselves if any issue raise during distribution.The distribution teams have to check and monitor school materials, such as store materials in the safe or dry place, are any materials damage or loss during the delivery, the quality of the materials are good etc... this information will be useful to purchase the school materials for up coming year. As in the past years, some school profiles form were not filled properly so that this teacher subsidies activity will be a good chance for us to meet almost all teachers in the whole Karen State. Distribution teams need to re-explain KSEAG's forms while doing subsidies distribution. Distribution teams have to encourage to teachers and school committees to include articles, letters, student drawings and photos when they submit profiles form to KSEAG.

Oversee teacher subsidy distribution activity:

As in KSEAG's strategic planned, started from last week of Oct to Mid of Dec 2010, all the distribution teams have to finish their distribution and return to Hoy Kay with the teachers received subsidies receipts. Each distribution team prepared plans according to the areas that they will go. This year we have 46 people of distribution teams including all Mobile Teacher Trainers (MTTs), Area Teacher trainers (ATTs), Partners staffs and KSEAG staffs. For the monitoring teams were more than 50 people from all levels of district education heads, township education heads and village tract education heads. This activity is risky at some areas because the distribution teams hold the cash for teachers. In the workshop/meeting we remind and reinforce the teams to really keep the cash in safe place and they have big responsibility to take care of cash during their travels.

4. Capacity Building Training For Local Education Leaders Overview Capacity Building Training

Follow up from the previous October report 2011, as many of districts requested to have further capacity building Training for them if KSEAG has funding. Especially, Mu Traw district requested to conduct a 3 days training for Township education leaders and Village Tract education leaders before teacher subsidy distribution starting. We reviewed our budget and saw that we still have funding left over from DCA and Scout Association. We agreed and set up date to conduct training while we meet with all district/township and village tract education for teacher subsidy distribution period. On 26-28 October 2011, we conducted 3 days training with local education leaders as planned. There were 28 representatives from Mu Traw district, Bu Tho Township, Lu Thaw Township and Dweh Lo Township and almost all Village Tract education leaders participated in the 3 workshop at Day Bu Noh village/ KED northern districts office. Most of the participants were satisfied with their training and gained some new knowledge from the workshop. (feedback from evaluation paper).

Lesson learned from this workshop

Only some of participants have this kind of workshop in the past so that they were able to catch up quicker than others who did have experience. Anyhow, all participants helped each other and shared experience with other. Everyone tried really hard to practices drawing their work plans, for some participants feel overwhelm due to less knowledge on this. Because of other participants support so that they were able to do it. In every sections or topics of the training participants were interesting and concentrated in the group discussion.

Challenges During workshop

Some participants who have less education catch up the training slower than other and too longer time to explain. In this workshop only 4% graduated high school, 82% graduated middle school and the rest 14% graduated primary school. Because of education levels were different it quite difficult to discuss issues in the group. Local education leaders who couldn't came to the workshop due to the harvests time, and some of them have to do this for their family. Local education leaders are volunteers and they work community also work for their farm as well. 5. Report on teacher subsidies distribution Oct-Dec 2010

Introduction

Distribution Teams are (MTTs, ATTs, Partners Staffs and KSEAG Database) who have responsibility to distribute teacher subsidy activity for KSEAG. These teams will also monitor KSEAG's programs activities as well as monitor KTWG's program activities. As agreed in May of KED annual meeting that this year these teams will be continued taking role of distribution, in the past year they have done really good job and have improved the distribution systems. This teacher subsidy distribution trip they also have checked KSEAG school materials that delivered in Feb-March this year 2011. 1003 schools and 4075 teachers came to distribution sites and pick up subsidies by themselves. Please note that this report included all seven districts but 2 townships from Mergui Tavoy and 2 townships are not included. Mergui Tavoy District is the longest district and far distance from KSEAG operation centre, took longer time to complete the activity.

Meeting with local education leaders and local area leaders to arrange/set up meeting with teachers Meeting with teachers and school committees during teacher subsidy distributio Handover subsidies to teachers Explaining KSEAG' Program, forms and policy Checking KSEAG school materials Teacher subsidy activity divided into 5 sections as mentioned above. Every distribution team leaders met with local education leaders before meeting with teachers at the appointment place. It was important that for both distribution teams and monitoring teams have set up date to meet with teachers. Local education leaders have to send message to every school in their area for the date to meet. As in every meeting in the morning section 8 AM to 12 PM was the time to re-explain forms, policy and other related program's activities and afternoon 1pm to 4 pm, checked school materials and gave subsidies to teachers. But sometimes the teams have to meet with teachers in the night time depending on the situation that area. This was the best chance for us to meet with teachers almost all teachers from Karen State, and have opportunity to discuss many thing related to KSEAG's activities. Many issues were clarified in the meeting and some of teachers have better understanding about KSEAG's works.

Successes and improvements

The original planned before the teacher subsidies trip will reach 1005 schools, 4233 teachers. But the actually we reached 1003 schools and 4075 teachers who can come to the distribution sites. It means that only 3.7% that teacher can't come to pick up their subsidies by themselves. We can see that there are improvements of our program, we are proud of teachers and school committees they have made even the distance in some areas a day or two days walked. The distribution teams were re-explaining KSEAG's school profiles form, materials form and policy to all teachers and school committees who came to the meeting. Having complete clearly KSEAG December 2011 12 information new teachers and new school committees feel more comfortable to fill the forms for the next year. The information mentioned above were showing that teachers and school committees participated more in workshops and meetings. We found out the number show up this year was significantly increased. Teachers who can't come to pick up their subsidies this year they sent absent letter to distribution site leaders with recommended by school committees and or school headmaster. All those absent letters were taken back to office for evidence and filed it. Local education leaders have better understanding of the program activities, so that this year they have improved their skills of communication and arrangement with teachers. Because of improving communication and messages reached to teachers or school committees on time, teachers and school committees have more time to prepare themselves to come to appointment place.This year is the first year that KSEAG support food for lunch, so that helped us to still for the whole day to do training and meeting. On the other side for the hostage have less burned on them. As schedule planning we have done and finished on ahead of our planed where as no SPDC and DKBA fighting areas. Distribution teams (MTTs/ATTs/KSEAG and Partners) have closer relationship with teachers andschool committees by building sharing information about challenges, ideas, suggestions

Challenges during distribution period

Some of our distribution teams found a barrier of languages while communicate with teachers andschool committees. At least 3 languages (Sgaw Karen, Pwo Karen and Burmese) were used tocommunicate each other.158 teachers who couldn't come to distribution site and didn't send their absent letter. Some ofthem away on their trip before they received the message. A few teachers and school committees came late to distribution appointment place because atleast 3 steps to send the messages. We proposed to start the training and meeting at 8am till 4pm, but sometimes we have to start at 10am until night time.Some school committees came to represent their school only one people which are required 2representatives, more than that few of them can write or sign their name on the form.

Lesson learned during distribution period.

Some information is missing due to school profile forms that submitted in August were not filledproperly. SPDC support teachers and community support teachers were mark missing, so that inorder to distinguish between SPDC teachers and community teachers were difficulty.We learned that some teachers signatures appeared on the distribution form were not matchedbecause they didn't fill or sign on the school profiles form by themselves and school committeesor local education leaders filled instead.We learned that some distribution sites especially in Kler Lwee Htu and Taungoo district some schools the distance far from the distribution site. Teachers have to walk to distribution sites took 1-2 days.

The communication sometimes is slow, therefore teachers and school committees come late. Theradio message and letter is used to communicate with each others, because of the message have to go though 2-3 steps so that the messages get sent to school committee or teachers late.Therefore, some distribution site schedules were changed or delay.

Recommendations

KSEAG need to do workshop on capacity of "collecting school data and data management"with local education leaders as well as teachers and school committees. In the past years local education leaders even explained school profiles form to teachers but still unclear for some teachers. For the next year 2012-13, distribution teams need to re arrange distribution sites planning schedule because we learned from this year . The communication systems need to be discussed in a big group because this problem is still going on since many years ago. The only thing now we can do is to try the best and have least problem of communication. Sometimes create a problem while we going to the field and implement activities.

6.KSEAG Distribution Teams On The Trip Inside Karen State

Most of our teams used to do for traveling is walking. They have walked to village to village to do activities such as training, monitoring, evaluation, data collection and teacher subsidy distribution.Sometimes they have to stay overnight in the jungle if the distance far or the security not stable. For the safety of our teams we used local security guides to go with the teams if the situation in risky. The villagers and area local leaders gave us messages if any SPDC movement close to our teams, in this case, so far we can do the implementations well and smoothly as should be. We always make sure our teams and keep safety and security is priority. In bellow there are some photos for you to see our teams during on trip doing teacher subsidy distribution activity. Distribution teams climb the mountain with their back packs. Some time they have to stay overnight in the jungle.

On their trip they also have used small boat to cross the river .On the way between village to village they have cooked for their lunch They walked for days and days to complete their activities .They have lunch on the way to another village.

7. Political Situation in Karen State and Education Assistance

The political situation and security of villagers in Karen State is still unstable at present for someareas. During teacher subsidy distribution period, especially Dweh Lo Twonship/Mu Traw District, there were 4 village Tracts (Lay Poe Hta, G'Ter Ti, Waw Mu and Meh Choh) and (29 schools) affected by SPDC and BGF troops movement in that areas. Some of schools in those areas have to temporary closed for a month and reopen after the situation better. Some villages SPDC troop stayed for a week up to a month depending on their commander's order. In this reason, some schools have to temporary closed and our distribution teams also have to wait until SPDC troop move out. Daw Gu Hta School Reopened

Daw Gu Hta school # 5213 (old name was Ler Htu Poe) which is located in Meh Thu Village tract/Dweh Lo Township/ Mu Traw district was forced to close for two weeks due to Burma Army activity in that area. Finally, the school reopened on November 23rd as the Burma Army moved out of the area towards To Thay Pu village.

Saw Lweh Gay, a KTWG Mobile Teacher Trainer, reported that "the Burma Army Light Infantry Battalion 218 under Division 11 arrived in the Ler Htu Poe vicinity on November 12th. The purpose was of their arrival is unclear but the school was forced to close out of security fears and the possibility fighting would break out." Daw Gu Hta is a middle school with 9 teachers and 107 students.

SPDC Troops Transport Ration in Kler Lwee Htu District

According to local sources in Karen State, as SPDC troops usually have done in the past years that after rainy season they will transport rations for their soldiers. At Kler Lwee Htu district between Mon

Township and Ler Doh township, as the government troops start transporting their rations to their posts, their soldiers have taken control of the area and fully secured the car road which runs between Mon and Ler Doh Townships. This has significantly impacted the lives of the ordinary people who farm the adjoining land, using their traditional methods, making their transportation, communication, schooling and farming increasingly risky. During SPDC troops transporting their rations to their posts will create a lot difficult for villagers to go another village or communicate with each other. Moreover, it also has impact to our teacher subsidy distribution activity. As planned to complete the teacher subsidy distribution in the middle of November but took another three weeks to complete it.

Two Students Injured at Wa Tho Koh Village

On August 5th 2011, there were a ten days fighting between KNLA (Karen National Liberation Army) and SPDC troops near to Wa Thoo Kho school (# 5252) compound in Meh Way Village Tract/Dweh Loh Township, Mu Traw district. Naw Regena,11 years old, and Saw Chit Aung, 10 years old, both second standard students were both injured during the fighting. Naw Regena was injured in the leg and Saw Chit Aung in the shoulder. The school was forced to close for more than 10 days. The two students were sent to the nearby clinic for treatment and they have recovered after few days took care by medic. After 10 days, school was reopened. Students and teachers are now going to school but when the situation is not good they also close the school for one or two days until security has been confirmed.

8. Upcoming Activities

After completed the teacher subsidy distribution, we immediately start on the next task of preparing for the school material distribution. Materials need to proceed and to be purchased or ordered in December or beginning of Jan so that it can be delivered to the big central distribution sites along the Thai-Burma border by the last week of January 2012. From there, we will need to carefully recheck the quality and numbers of all school materials to deliver them into Karen State. This year we will provide the amounts of all materials as the same as last year. Beginning of Jan 2012, KSEAG has to organize porters to carry school materials.December 2011 to January 2012 : Purchasing school materials and contact with local education leaders to organize porters over 23000 people to carry school materials to inside.Third week of Jan: Hold meeting and workshop with all KSEAG Teams and local education leaders on "School Materials Delivery Process" Last week Jan and First week of Feb: will pack school materials in to rice sacks and or to boxes. February to March: School materials will be ready and to deliver to Karen State.
